Job Description
The Utah Department of Transportation (UDOT) is looking for a knowledgeable and detail-oriented individual to fill the Stormwater Environmental Program Manager I position, assisting in managing the UDOT Stormwater Management Program.

Principal Duties
As the Stormwater Environmental Program Manager you will:
  • Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines.
  • Oversee and provide strategic direction for UDOT's compliance with water quality regulations.
  • Work with project managers, consultants, regulatory agencies and local governments to actively ensure stormwater regulatory requirements are communicated and met in a professional and efficient manner.
  • Provide effective guidance, direction, and supervision of stormwater staff by prioritizing, assigning, and tracking progress of work, to ensure accuracy, completeness, and timeliness of the tasks and objectives assigned.
  • Supervise and mentor staff to foster a collaborative and productive work environment, promoting professional development and continuous improvement.
  • Monitor and evaluate program effectiveness, making recommendations for improvement as needed.
  • Prepare and submit required reports and documentation to regulatory agencies.
  • Interpret stormwater data and documentation to inform decision-making and program improvements.
  • Prepare and manage contracts related to stormwater permit compliance.
  • Track progress and manage budget of stormwater improvement projects.
  • Oversee stormwater training programs.

  • Ability to interpret and apply laws, rules, regulations, policies and/or procedures to ensure compliance with agency, federal, and state policies and procedures, etc.

  • Experience conducting methodical examination of information and evaluating information against a set of standards
  • Facility with analysis and identification of underlying principles, reasons, and facts associated with information or data
  • Ability to communicate clearly, concisely and effectively verbally and in writing; listen to and understand information and ideas
  • Ability to facilitate or lead hearings, presentations, meetings, teams, or work groups to encourage participation, build mutual trust, respect and cooperation among participants
Minimum Qualifications
The qualified candidate for this position is someone who:
  • Has a Bachelor's degree, or higher, in either a physical or biological science, environmental science, engineering or a related field with 5 or more years of experience working with federal, state, and/or local regulations, and/or agency rules, standards and guidelines OR 9 years of related experience in lieu of a degree.
  • Experience working with teams on multiple tasks while adhering to deadlines, schedules, and budgets.
  • Knowledge of environmental regulatory programs and pollution prevention best management practices (BMPs).
  • Excellent communication, interpersonal skills and ability to communicate clearly both verbally and in writing, to engage and collaborate with diverse stakeholders.
  • Ability to think strategically and implement projects efficiently with available resources.
  • Proficiency in evaluating reports, documents, rules and regulations.
  • Excellent writing skills and attention to detail.
Preferences
Preference may be given to those with one or more of the following:
  • Experience with Municipal Separate Storm Sewer System (MS4) regulations and compliance.
  • Experience leading and working with teams of professionals.
  • Is able to create, edit and maintain web-based forms in ESRI Survey123
  • Experience with ArcGIS, ArcGIS Online, Survey123, and other data collection tools
