Incorporated in 2011, North Wind Resource Consulting's core capabilities include environmental documentation and permitting; natural and cultural resource surveys; wildlife and botanical expertise; National Environmental Policy Act (NEPA) technical services; historic and prehistoric surveys; environmental consultation such as Section 106 for cultural resources, Section 404 for wetlands, and Section 7 for endangered species); and Geographic Information Systems (GIS) and mapping capabilities. North Wind Resource Consulting maintains offices across the country.

POSITION PURPOSE:

The Environmental Specialist will support environmental regulatory compliance projects at White Sands Missile Range (WSMR), NM. The WSMR is regulated by the Environmental Protection Agency (EPA), New Mexico Environment Department (NMED), Federal Executive Orders, and WSMR environmental policy and guidelines. The position will be responsible for ensuring compliance with environmental Federal, State and WSMR regulations related to the Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Clean Air Act (CAA), and other environmental areas.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensure compliance with environmental regulations related to but not limited to, hazardous waste, universal waste, used oil, drinking water, wastewater, stormwater, air quality, and groundwater.
  • Collaborate with environmental specialist, planners, hazardous waste technicians, engineers, and other specialists to address environmental problems.
  • Conduct sampling of various environmental media, assist with data interpretation and reporting.
  • Communicate scientific and regulatory information to clients, peers, and other site personnel through oral briefings, written documents, and formal meetings.
  • Participate in field efforts as needed to support the successful execution of projects.
  • Under the guidance of the Project Manager, evaluate analytical laboratory data and draw conclusions and make recommendations.
  • Prepare, review, and update technical reports.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Occasionally review waste characterization data and apply EPA hazardous waste identification codes.
  • Occasionally help prepare characterization and shipping documents in accordance with DOD policies.

MINIMUM QUALIFICATIONS :

Education and Experience:

  • Bachelor's degree in environmental science or related field
  • Four (4) to six (6) years of experience in related role.
  • A combination of education and relevant experience will also be considered.

Skills and Abilities:

  • Demonstrated ability to work accurately, follow instructions/schedules/timelines and handle multiple priorities.
  • Excellent interpersonal skills; work effectively and cooperatively with all levels of management and staff, and client as well as outside business associates.
  • Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from client, managers, staff, and plant operational personnel.
  • Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
  • May be required to have a working knowledge of waste characterization and hazardous waste determinations per EPA regulations.
  • May be required to have a working knowledge of waste management operations including labeling and documentation procedures.
  • May be required to demonstrate knowledge of RCRA permit compliance and requirements.
  • Proficiency with MS Excel and Word
  • Physical abilities to safely operate waste drum handling equipment such as forklifts, dollies, bung wrenches, etc.
  • Physical abilities to stand and walk for extended periods; safety operate motor vehicles in traffic and on unimproved roads.
  • Commitment to health and safety in the workplace.

Special Requirements:

  • Must pass pre-employment background check.
  • Must pass pre-employment drug testing.
  • Must have a valid driver license.
  • Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card.

PREFERRED QUALIFICATIONS:

  • Current OSHA HAZWOPER certification is preferred.

PHYSICAL DEMANDS:

successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to stand, walk, sit, squat, climb and talk or hear. The employee is often required to use hands or fingers to handle or feel and reach with hands and arms. Required to have close visual acuity to perform activities such as viewing a computer terminal and extensive reading. Must be able to occasionally lift and/or move objects up to 30lbs.

WORKING ENVIRONMENT:

The work is conducted both indoors and outdoors. While performing the duties of this job, the employee will be exposed to outside weather conditions. The noise level in the work environment is normally mild to moderate. The employee will be exposed to moving mechanical equipment, machinery, and vehicles. The employee must be able to stand for long periods and walk across uneven terrain.
