Executive Director of Union County Community Action, Inc.
The Board of Directors is starting an immediate search for the next Executive Director of Union County Community Action (UCCA). This search will continue until the position is filled and the review of applications will begin in early December with a goal of having a hire in place by early January 2025.
SUMMARY Responsible to the Board of Directors of Union County Community Action, Inc. for the total operation of all projects and programs. The Board of Directors, delegates the Executive Director full authority, as they deem necessary to effectively carry out duties. The incumbent is fully accountable to UCCA's Board of Directors for performance and actions, which are measured against standards and policies. Performance will also be evaluated on the basis of total program success, community reaction and support of agency objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Primary Duties - Coordinates program activities with local, state and federal agencies.
- Coordinates all staff members' performance.
- Responsible for community involvement, recruitment of all resources, finding and developing financial support for agency operation as required to meet the non-federal match and act as liaison between the agency and local, state and federal governmental bodies.
- Develops and gains regional, local and state support enabling the agency to meet the required non-
- federal match for agency priorities, goals and objectives.
- Establishes and maintains a workable organizational structure consistent and applicable to regulations to carry out all activities necessary to support priorities and goals established by UCCA's Board of Directors, needed to meet the needs of the community.
- Administers, controls and coordinates program activities within the agency budget including the authority to sign any contract not requiring the signature of the Chairman of the Board of Directors or any outside source.
- Monitors, reviews and evaluates program progress.
- Employs and discharges staff members, with the approval of the Personnel Committee, and as stated in Policies and Procedures Manual.
- Provides for and participates in new program planning and development activity.
- Develops policies and procedures including personnel and fiscal policies with emphasis on complying with laws and requirements of funding sources.
- Opens and reviews bank statements.
- Develops and approves contracts between agency and various other agencies and individuals.
- Approves/disapproves all program and administrative expenditures.
- Reviews and approves/disapproves, within funding sources guidelines, all program budgets
- Responsible for administration of Personnel Policies and Procedures including hiring, discipline, discharge, allocation/reallocation of positions to appropriate classes, maintenance of pay plan and granting of merit/performance based pay.
Secondary Duties - Processing of applications.
- Supervision of day-to-day operation.
SUPERVISORY RESPONSIBILITIES Manages subordinate supervisors who supervise total staff employees as needed in the Head Start Component, Early Head Start Component, Workforce Investment Act Component, Community Service
Block Grant Component, Finance Department, or other programs/services to effectively manage the operations of UCCA. Responsible for the overall direction, coordination, and evaluation of these units.
Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in
accordance with the organization's policies and applicable laws.

EDUCATION and/or EXPERIENCE Master's degree and/or Bachelor's degree in Public Administration, Social Work, or a related field or equivalent; or six to nine years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or Boards of D irectors.
MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of algebra. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
OTHER QUALIFICATIONS Employee must meet agency residency requirements.
OTHER SKILLS AND ABILITIES Incumbent must demonstrate a working knowledge of administrative management principals, fundamentals of business finance, Head Start Performance Standards and regulations, operation of a desktop computer, related software, printer, copier, calculator, fax, and phone.
CERTIFICATES, LICENSES, REGISTRATIONS Incumbent must have a valid driver's license.
