This position ensures accurate billing to the federal government including appropriate project expenditures in accordance with the Code of Federal Regulations.

Your Specific Responsibilities:
Reviews, analyzes, and reconciles direct and indirect and eligible/ineligible federal project expenditures and participating/nonparticipating costs for federal reimbursement through the weekly billing to the Federal Highway Administration (FHWA). Ensure transportation project expenditures are in accordance with the Code of Federal Regulations (CFR), Office of Management and Budget (OMB) Circulars, Federal Transportation Acts and other related federal laws and guidelines.
Analyze and document internal accounting and administrative controls for the Federal Project
Administration Section. Perform system analysis to identify the root causes of data discrepancies in the Financial Management (FM) system or interfacing systems.
Applies agreements and creates billing controls in Financial Management (FM) for assigned districts based on approved authorization requests from FHWA.
Assist with FHWA’s annual Payment Integrity Information Act (PIIA) review. Gather and label the payment documentation and required contractual backup, complete and submit the forms by the required deadline and respond to any follow up questions from FHWA as required.
Processes cost transfers for partial and full Advance Construction (AC) conversions as assigned during the weekly bill cycle. Applies agreements and creates billing controls for the assigned AC conversions.
Undertakes special studies and projects for the Department’s federal billing function. Assists in the development and testing of comprehensive technical documentation for verification of/and
enhancements for the Federal Bill. Assist in the preparation of various reports, monthly, quarterly, etc. Prepare and periodically update the desk procedure for this position.
