SALARY: $75,000 to $83,400

OVERVIEW:  
The Program Manager oversees the implementation of Unity Cares programs Navigation program and staff in our San Francisco office.  S/he provides leadership and supervision to staff of the San Francisco Housing Navigation Program, ensuring youth are safe, engaged, making progress, transitioning to and retaining permanent independent housing. The Program Manager is responsible for communication, coordination, project team oversight, implementation, monitoring, compliance, reporting and evaluating the Navigation Program for continuous quality improvement. The scope of work will be broad and comprehensive requiring partnership and collaboration with a team of professionals as well as work independently to collect, analyze, interpret, and report program results.

QUALIFICATIONS:
  1. Masters Degree in Psychology BA. , Sociology, MFT, or other behavioral or social science
  2. Minimum 4 years of experience working with at-risk adolescents in a residential setting.
  3. Minimum of 2 years of management experience
  4. Excellent interpersonal skills with demonstrated ability to work with a wide variety of personalities
  5. Ability to motivate and maintain effective working relationships with staff and partners.
  6. Excellent writing and verbal communication skills.
  7. Advanced knowledge of Microsoft Offices applications.
  8. Excellent organizational, analytical, computer and written communication skills
  9. Ability to prioritize projects.
  10. Ability to work as a team member.
  11. Ability to practice direct communication and to give/receive feedback.
  12. Valid CA drivers license
  13. Fingerprint clearances and any other regulatory clearances necessary for the position
PRIMARY RESPONSIBILITIES
  • Provide oversight and supervision of the Navigation program; Train, supervise, and develop staff; Ensure effective selection, onboarding, performance management, and development of all assigned staff.
  • Ensure policies and procedures are adhered to and regular issues are resolved.
  • Facilitate training in support of staff learning and development.
  • Provide Servant Leadership practices that enables a positive and inclusive culture. Collaborate with the Division Director in maintaining high level of staff morale.
  • Responsible for new client assignment to Case Managers; Prioritizes and allocates available program resources.
  • Reviews and evaluates service delivery methods, makes recommendations for and executes changes in operations to ensure maximum effective service provision; assists in developing new program function elements, including researching, compiling and analyzing supporting data.
  • Conduct regular staff meetings and trainings to discuss business, youth issues, and educate/prepare staff to adequately perform their jobs.
  • Provide program support as needed.  Ensure fidelity to the Program model and Plan of Operations.
  • Partner with the Clinical staff to ensure integration of support services; Process timecards for team members.
  • Ensure continuous compliance with all regulations and external requirements; Ensure compliance with case managers.
  • Prepare and submit timely reports as assigned.
  • Complete written documentation (case management, Monthly/Quarterly reports etc.) as needed .
  • Supervise the collection, compilation, and submission of all program statistics by program staff.
  • Ensure that all required program reports are submitted in a timely fashion and that the program remains in compliance with all funding and legal requirements.
  • Manage direct staff and support staff to ensure that services, reporting, and communications follow established policies and procedures.
  • Maintain confidentiality of client and employee personal information.
  • Ensure 90% occupancy targets are achieved and provide oversight of client intake process; Develop, execute, and improve all systems and program protocols.
  • Serve as community liaison and agency representative; Interface with County Child Welfare staff on all facets of case coordination.
  • Ensure compliance with the program model; Facilitate a high level of youth engagement; Ensure a therapeutic environment and client-focused programming.

  6. The employee must occasionally lift and/or move up to 25 pounds.
  7. The employee may be required to make and/or receive physical contact in the process of delivering First Aid/CPR or Handle with Care, or in training to those methods. 
  8. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  9. Ability to get CPR and First Aid certificate within 30 days of start date, and maintain a current certificate
  10. Must clear a Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background check including fingerprinting before start date and maintain clearance
  11. Must clear a health screening, including TB before start date and maintain clearance
  12. Must be at least 21 years of age and able to work in a Community Care Licensed Facility
  13. Must be able to drive, have a valid drivers license, clean driving record and maintain a clean driving record.
  14. Meet and maintain the minimum vehicle liability and property insurance limits (in order to be insured by our insurance carrier for transportation of residents)
